Greeting of the Governor of the Government of Khanty-Mansiysk autonomous region Yugra Mr. A.V. Filipenko

Dear colleagues,

The Government of Khanty-Mansiysk autonomous region-Yugra totally supported the initiative of the Russian national committee of World Petroleum Council about the carrying out the conference under the aegis of World Petroleum Council on the key reform in the economy - technical regulation and standardization system - in the capital of the leading oil and gas producing region - Khanty-Mansiysk.

Today the normative basis of production activities itself is changing through the creation of a new system of technical legislation and standardization; the zones of responsibility of the state and market are divided. Business receives the opportunity to agree about stating progressive, economically expedient and safe norms and requirements for the society and environment, which stipulate development and competitiveness.

We know, oil and gas producers are inclined to specify for themselves at the conference many accumulated questions regarding the reform, they are inclined to understand the applied mechanisms  of production withdrawal to a new level of efficiency due to unification of modern standards used in the world, they are inclined to positive result in forming the system of intercorporative and interbranch mutual benefit agreements regarding the advancement of the reform taking into account international and Russian experience.

Just such understanding and the ripen necessity in consolidation of efforts of the state and business will help with certain definition to look at the challenges and opportunities arising at the entrance of Russia to World trade organization. The question is about that!

The Government of Khanty-Mansiysk autonomous region- Yugra also takes pan active part in the development of draft normative documents relating to technical regulation. On the initiative of the Government and owing to budget means of Khanty-Mansiysk autonomous region- Yugra three preliminary standards in oil and gas industry were developed. One of them was reapproved as national standard - National Standard GOST P 8.615-2005 “State system of provision and unification of measurements. Quantity measurement of produced oil and gas. General metrological and technical requirements”, approved by joint order of Ministry of industry and energy of the Russian Federation and Federal agency on technical regulation and metrology dated December 12, 2005 No. 411-st.

The question of joint implementation with land producers of norm and technical standards - that's the question of proprietary's attitude to national resources of the present and the next generations of the Russians.

That's why the most authorized reporters were invited at the conference: from the leadership of European economic commission of the United Nations, oil and gas technical committees - international and European, International Association of oil and gas producers, Russian federal authorized bodies, representatives of foreign national and acknowledged bodies and organizations on standardization, leading international and Russian oil and gas companies, branch science, business-associations.

Interindustrial Council on standardization in oil and gas complex under leadership of the Union of oil and gas producers of Russia, Committee on technical regulation and conformity assessment of the Russian Union of producers and businessmen care for attracting the most claimed reports.

On our part we hope that the conditions provided by the capital of Yugra will be favorable for the work of International conference on standardization of World Petroleum Council and guests of the conference will be able to appreciate the hospitality of ancient Yugorsk land!
